The framework agreement will begin on April 9, 2014 , with a transition period until the end of January 2015. From 1 February 2015, all services will be delivered in accordance with the new arrangements. The contract has a term of seven years, and the total value is between 400 and 500 million euros . The “Exploitation of ICT -related services ' is one of four framework agreements, collectively called the ICT contract in 2015, with which the Flemish Government has replaced the current 2008 ICT contract.
The contract provides the opportunity for ICT services to be offered to local and provincial governments within the Flemish Region as well. Given the large number of potential customers and the geographical spread across Flanders, this will have a major impact on the way these services are delivered.
IT as a Service
Via this framework network , workplace and data center services and projects will be offered as an intensive "IT as a service" business model. Users only need to pay for the actual reduced capacity and services. The flexibility in the use of services at fixed unit prices will allow the government to save on operating costs, and leaves more room for investment in innovation.
HP and Belgacom have provided ICT services for the Flemish government for ten years, and this award confirms the confidence in this partnership. Moreover, this framework represents a total innovation by focusing on Infrastructure as a Service ( IaaS ) , Platform as a Service ( PaaS ) and workplace management as a Service (WPaaS ), all provided through a Virtual Private Cloud (VPC) solution.
