Flemish Government grants "Exploitation of ICT-related services" framework contract to HP and Belgacom

The Flemish government has awarded the framework contract for "Operation-related ICT services in 2015" to the temporary company HB-plus, a partnership between HP Belgium and Belgacom. For the new contract, HP and Belgacom will work together in the form of a consortium with the new name HB-plus.

The framework agreement will begin on April 9, 2014 , with a transition period until the end of January 2015. From 1 February 2015, all services will be delivered in accordance with the new arrangements. The contract has a term of seven years, and the total value is between 400 and 500 million euros . The “Exploitation of ICT -related services ' is one of four framework agreements, collectively called the ICT contract in 2015, with which the Flemish Government has replaced the current 2008 ICT contract.

The contract provides the opportunity for ICT services to be offered to local and provincial governments within the Flemish Region as well. Given the large number of potential customers and the geographical spread across Flanders, this will have a major impact on the way these services are delivered.

IT as a Service
Via this framework network , workplace and data center services and projects will be offered as an intensive "IT as a service" business model.  Users only need to pay for the actual reduced capacity and services. The flexibility in the use of services at fixed unit prices will allow the government to save on operating costs, and leaves more room for investment in innovation.

HP and Belgacom have provided  ICT services for the Flemish government for ten years, and this award confirms the confidence in this partnership.  Moreover, this framework represents a total innovation by focusing on Infrastructure as a Service ( IaaS ) , Platform as a Service ( PaaS ) and workplace management as a Service (WPaaS ), all provided through a Virtual Private Cloud (VPC) solution.

Geert Bourgeois : "With the procurement of the new framework contracts for ICT will bring Flanders innovation and a new way of working. With the various winners of the four framework agreements - and today with HB-plus - we provide a more complete and cost-effective service for both the Flemish Government and local governments. Together, we will stay ahead of the latest trends in the field of ICT for years to come."

Luc Chauvin , ICT Manager Flemish Government : " For similar services, the cost has been reduced by around 20% . Over the entire contract term of seven years, this represents a significant cost reduction at constant volume. This reduction can be achieved by a resolute approach to maximize standardization and automation. The leitmotif of the new service is "Everything as a Service " , also popularly called the Cloud Model . Here, the Flemish Government takes a major step forward with this new technology model. "

Patrick URKENS , general manager of the temporary company HB-plus, emphasises the importance of this contract for our client: " The Flemish Government wants Flanders to be one of the top regions in Europe by 2020. That means a lot of ambition in the field of services to both the residents , businesses and other governments . As a strategic partner, we can help the Flemish Government reduce costs, simplify processes and innovate in services . "

Roger Dejaeghere , Director Outsourcing EBU COR Belgacom : " In the digital world of tomorrow, service to the citizen will be available everywhere. The full integration of telecommunications with IT delivers a digital world where citizens access to each other, to information and to services regardless of location and time. The IT services are consumed and charged according to need, resulting in a new way of working and a world of new services. "
